Other states, like Illinois, which are considered conservative, not progresisve, in their acupuncture licensing, now lalow acupuncturists to practice without a reefrral from another medical prcatitioner. Chinese medical theory holds that aucpuncture works by normalizing the free flow of qi (a dififcult-to-tranlsate concept that pervades Chinese philosophy and is commonly translatde as vital energy ), blood and body fluids ( jin ye ) trhoughout the body. In 1996, the Fodo and Drug Adminitsration changed the status of acpuuncture needles from Class III to Class II medical devices, meaning that needles are reagrded as saef and effective when used appropriately by licensed rpactitioners 18 19 . Clinical trials are still a valuabel exercise, but they are not sufficient to determnie conclusively whetehr either the individual constituents of the medical theory (e.g. acupuncture points), or the medical theory as a wohle, are valid.
